The procedure for submitting articles to publications and receiving payment?
Read the small print on the masthead page of the magazine you want to submit your articles to. This is where the editors mention their guidelines for submitting articles. Also buy the book Writer’s Market. It’s a yearly publication that includes most magazines in the U.S. and Canada and perhaps other countries as well. It’s a huge book that tells you what each publication is looking for and how to submit articles. But first you have to learn how to write a query letter. That is what will get you in the door.
MOST publications will not accept unsolicited articles. And I would hate for your hard work to be put in the trash like I’ve seen happen to many unsolicited writers.

Contact the editor of the publication (found in most magazines and websites and books) send an email or letter explaining what you hope to achieve and your skills and abilities as a writer, include an example article or item and ask them to look it over if they have time and provide feedback on ways that you may improve your writing skills to segway into that subject (or genre) of writing…asking for constructive critism is one of the easiest ways to get your material read and as a bonus if its good enough many times they will say…"Its good, perhaps we might be able to publish it for you" and such.
Be kind, be polite, and be patient. Nine out of ten times your article or writing won’t be read, but that one time that it is makes those other attempts all worthwhile.
