I think that a paper in a small town is quaint and a lot of people would make effective use of it. Because it's a small town you can definately go for it. You could add a 'have your say' section where people could write in and share a unny town story..or somethng of the sort. Maybe even consider including a little trading section? There is a precedent here in New Zealand which may give you some inspiration (kind of a "Mini-E-Bay"). It's called trademe.co.nz , maybe take a look to see if that might be worth emulating?
