What you are proposing sounds very good. I think that a paper in a small town is quaint and a lot of people would make effective use of it.

Because it's a small town you can definately go for it.
You could add a 'have your say' section where people could write in and share a unny town story..or somethng of the sort.

Otherwise there is nothing to suggest, I'd do some research on how to get your paper into print and the costs.
Good luck!
References :
Honestly: Assuming that the small population will not be enough to "float the boat", I personally would go ahead and do this, but only with a strong online component which makes the services super-regional, extending to pretty much everywhere in Mexico via the web. Maybe even consider including a little trading section? There is a precedent here in New Zealand which may give you some inspiration (kind of a "Mini-E-Bay"). It's called trademe.co.nz , maybe take a look to see if that might be worth emulating?
Good luck with your project, I think it's a good idea.
